Ragging in colleges

Time to crack the whip

Want to play hero at college? Rag your junior. But wait, we are talking about a tragic hero, who realizes he has to pay a heavy price for committing a silly and mindless offence, and ends up as the villain of the piece! This could be the story of every dude who’s too smart for his own good, but for the apathy of most colleges. Yes, if only the college managements crack the whip and follow the rules, this menace will disappear overnight from the college campuses.

Months after the R.K. Raghavan Committee submitted its report against ragging to the Supreme Court, majority of the educational institutions are yet to implement the recommendations. Faced with the apathy of the colleges, the University Grants Commission has stepped on the accelerator and declared war on ragging.

As per a recent UGC circular, all colleges and universities in the country are required to submit a compliance report on the anti-ragging measures taken by them. Those who fail to submit the same will be hauled up before the apex court.

The Raghavan Committee has recommended that every institution should have an anti-ragging committee and anti-ragging squad. The anti-ragging committee to be headed by the head of the institution, should comprise faculty members, parents, freshers as-well as senior students, non-teaching staff, representatives of civil and police personnel, local media and NGOs involved in youth activities. The squad is authorized to conduct surprise raids on hostel and college hotspots.

The Committee also recommended for similar squads at the district level. It has made it mandatory on the part of the local police, the local administration and the college managements to ensure vigil in connections all incidents of ragging.

The question is how many colleges are implementing the Committee’s recommendations in true spirit? The UGC has to go beyond issuing circulars to put an end to the menace of ragging in campuses. Else, there won’t be dearth of the so-called ‘heroes’ in the colleges....
