Will President's Rule ensure better governance?

The proclamation of President's Rule in Karnataka has, as expected, not put an end to the confusion in political circles. This is because of the Assembly has been put in suspended animation and not dissolved, because of the legal necessity of the President's Rule requiring Parliamentary sanction. With Parliament opening for the winter session only in the month of December, much can happen in the interim. As has been said, a week is a long time in politics, so how much more damage can be done (and undone) in a few months time?

For starters, all the three major contenders to the throne, the BJP, JD(S) and the Congress theoretically have the time to kiss and make up and cobble up a government, till such time the assembly remains in suspended animation, and is not dissolved. Already there is lot of speculation about clandestine moves made by the three parties in this direction.

While a lot of heated words have been exchanged and a lot of mud thrown at each other, all this is only for public posturing, and this will not any way come in the way of their ambitions to usurp power. All the MLAs and Ministers are unanimous in their aversion for early elections. Which is neither a new nor surprising phenomenon. Governments have always been afraid of facing the voter before completion of the mandatory 5-year period.

Perhaps the time has come to devise a law to slap a fine on the MLAs/Ministers when a government dies before its expiry period. Elections are a very big cost on the public exchequer and the political parties primarily exist, not to contest polls time and again, but to facilitate governance. Political power, should not be seen as an end in itself, but as a means to serve the people.

While the politicians must be spending sleepless nights about how close - or how distant - they will be to the corridors of power, the people of the State must be more concerned about what the President's Rule would mean to them? Will governance control-alt-delete in the Silicon City, or will it surge ahead, without any hindrance of political interference? In some States like Bihar earlier, the President's Rule has proved to be a boon. Here's hoping that President's Rule in Karnataka, while sparing us of the political games, will give a better account of administering the people, and deliver a government we deserve the most (!).
