Problems FACED @ JCCA
Some of the Jayanagar civic cultural association members comprising a team of 150 members led by Sri Ravishankar, submitted a written complaint to TWB against the irregularities and misappropriations of the association, stating that the club, supposed to be active in cultural activities had become a hub for gambling and rummy. They alleged that the general body had not been convened for the past 3 years and sought for remedial action.
Even after an enquiry had been conducted by Sri. Ashwathaiah, retired Assistant Registrar, and instructions of Registrar of Societies, Bangalore, the association’s club had allegedly not conducted elections, they said.
Given below are excerpts of the complaint made by Ravishankar and co:
*Not conducted annual general body meetings for 2005-2006,
2006-2007 and 2007-2008.
*The so-called general body meeting held during 2008 was incomplete, as managing committee then did not respond to the queries raised by members on irregularities. Some of the questions raised by the members were:
• What happened to the misappropriation of funds in the Rummy Tournament held during 2007 which accumulated to Rs. 1.10 lakhs
• Questioned on misappropriation, members were misled that the amount was spent on woodwork viz. for purchase of Nandhi & Teak wood, when actually what was used was firewood.
• Irregularities in membership amounts collected.
• Misappropriation of funds while transformer was purchased without calling for any tender.
• Cultural activities not conducted monthly violating byelaw 6.

As per norms if the committee fails to conduct activities
for 3 consecutive months, the entire managing committee will have to be disqualified for 5 years, for not providing facilities such as Gym, Shuttle, etc.
