Dog population has gone up after sterilisation!

The stray dogs menace has become the biggest topic, after the World Cup in Bangalore! Two children have already become sad victims to it, and there has been a public outcry for tougher and decisive action against the stray dogs. What has been the action taken up to now on this vexed issue by the Brihat Bangalore Mahanagara Palike (BBMP)? How much money has been spent by it on Animal Birth Control (ABC) Programme? Here are the details, as provided by the official authorities in response to a query under the Right To Information Act:
1. No of dogs caught, Sterilized, Vaccinated against rabies and euthanized from 2002-03 to 2006-07 by NGOs and Dept of AH & VS.

The total cost of ABC programme since 2002 to 2006 September is Rs.686.49 Lakhs
The Amount paid by BBMP to NGOs from 2002 to 2006 September is Rs.510.55 Lakhs
The difference is Rs.175.94 Lakhs
How is the difference in expenditure adjusted?
As per BBMP the total no. of dogs sterilised and vaccinated is 35,168 +32,026 =67,194 for the year 2005-06.
However, according to a news item published in the Week Magazine dated Feb 5, “12,997 were vaccinated and sterilised in India last year”.
The total population of vaccinated & Euthanised dogs during 2003-04 is 47,965 + 7,873 = 55838
As per the 17th livestock census held in Oct-Nov 2003 the stray dog population in Bangalore City was 56154 (56,154-55,838=316)

The total number of dogs sterilised during 2004-05 is 32,907 (32,907-316=32,591)
Only 316 dogs were not sterilised during the year 2003-04 but the dog population has increased by 32,591 during the year 2004-05 i.e. an increase of about 58%
The total number of dogs sterilised during 2005-06 is 35,168 i.e. an increase of about 62%
The total number of dogs sterilised during 2006-07 (upto January) is 26,330 i.e. an increase of about 46%.
After the sterilisation the population of dogs should have come down, but as per the figure provided there is an enormous increase by 32,591 (58%) during the year 2004-05, 35,168 (62%) during the year 2005-06 and 26,330 (46%) up to January 2007: Is this ABC programme effective?
