Open "confession" by Traffic Police

You can recognize this traffic sub inspector in south Bangalore. He is ruthless with the traffic offenders and says he puts exorbitant fine deliberately in particular on the educated class when they violate rules, even if they have all the relevant documents, and that he will fine and put them in some or the other section and collect the fine from them. He also brags that he doesn't pay the bills in the hotels he goes to have his food, and if they insist, he will put a case against them in the name of encroachment.
This cop has the habit of bragging about his escapades in public. Once, he narrated an incident of how a woman driving the car in the night without license with her husband seated behind, was stopped for not having the license and asked to pay fine. She did not have money on the spot, and so he took away her original documents of the car and asked them to pay up the fine and collect them back.
The police officer's attitude about fining those who violate traffic rules is okay, but these things have to be done with some finesse. Throwing the rule book is not a virtue by itself.
